Private, microschool and eligible online tuition; Curriculum, books and tutoring; Testing, therapies and technology; Transportation, uniforms and dual-credit courses. A WVEIS ID and county Notice of Intent are required before funding. Apply timing changes the first-year amount.
If you do not know your child's WVEIS ID, complete the official WVEIS ID Request Form and email it to the county board of education where you live. The county will check for an existing ID or issue one and email it to you. The WVEIS request is separate from the Hope Notice of Intent, which should be filed only after the application shows Eligible.
It depends on the state, but most programs cover private-school tuition, curriculum and textbooks, tutoring, testing, educational therapies, and school supplies, each with conditions. Every guide lists what its program covers and links the official rules.

In 17 of 18 programs, yes: curriculum, workbooks and printable worksheets are instructional materials, the category ESA programs cover most often, usually on condition that the purchase goes through the program's platform or an approved provider.
Through the program's platform: ClassWallet or Odyssey in most states, direct reimbursement in a few. The program reviews the purchase before the vendor is paid, so do not buy first and assume reimbursement.
