Tall and short are about height: how far a thing reaches up from the ground. A child hears the words all the time, a tall tree, a short boy, but only learns them by comparing two real things standing side by side. Each box on this page shows two pictures of the same thing drawn at different heights, and the child circles the taller one or the shorter one.
Because the pictures are the same kind, height is the only difference. Say the words aloud as you point, and then practice with real things: stand a tall cup and a short cup on the table, a tall tree and a short flower in the garden, and ask which is which. Children often call the bigger one tall, so keep asking which one reaches up higher.
